Can I apply a visitor visa from Australia?
Unless you have a condition on your visa that prevents you from applying a visa from Australia (i.e. condition 8503) or you are s48 barred (meaning you had a visa refusal and you have no substantive visa), you can apply for a visa regardless of the visa you hold. Be careful, having permission to apply for a visa has nothing to do with having a visa GRANTED.
Can I apply for a tourist visa following a working holiday visa?
There is a condition in the tourist visa regulations that prevents one from obtaining a tourist visa if the visa grant would result in the applicant being able to stay in Australia for longer than 12 months holding one or more Visitor visas, Working holiday visas or a combination of these visas.
Each case if different though and an application may always be possible.
Can I apply for a tourist visa following a student visa/482 or other visas?
There is no straightforward answer to this question. The main criteria to satisfy is to be a genuine visitor. This can be a very personal judgement hence it’s extremely important to plan a good strategy and collect the right documents to prove this.
